Max Hilaire - Expert’s Views on Security Council Resolutions

Dr. Hilaire, a widely recognized specialist in international law, professor of political science at  Morgan State University, Baltimore, MD, visited the Czech Republic again this year.  The Embassy took the opportunity of organizing  a one-day program with him on February 25. 

His lecture at the American Center focused on "Unilateral Enforcement of Security Council Resolutions: Some Recent Examples from Iraq, Iran, North Korea and Sudan" and prompted a substantial discussion. 

Dr. Hilaire also met with UN Information Center Director Michal Broža for a discussion about international peacekeeping interventions in problematic regions, especially Africa, and gave an interview to Pravo Daily.  He has been coming to the Czech Republic for teaching purposes on a regular basis since the nineties.

Dr. Max Hilaire is professor and chair of the Department of Political Science at Morgan State University, Baltimore, Maryland, and director of the Political Leadership Institute. Dr. Hilaire holds M.A., M. Phil, and PH.D degrees from Columbia University in New York. He is a two time Fulbright Scholar (Nigeria and the Czech Republic) and has lectured extensively in numerous countries in Africa, Europe and Latin America.  He specializes in United States Foreign Relations Law, Public International Law, United Nations Law, and International Relations Theory.

Dr. Hilaire has authored two books: International Law and United States Military Intervention in the Western Hemisphere (Kluwer Law International Pub.) and United Nations Law and the Security Council (Ashgate Publisher), and a number of journal articles on a range of international law topics.

He previously taught at Central European University in Budapest, Charles University Faculty of Law in Prague, Obafemi Awolowo University in Nigeria, Colgate University, and Marrymount College in New York, and Universidad de las Americas in Mexico.
