Why does the application fee amount to 2227 Kc? Is this a fee paid only by Czechs?

Every non-immigrant visa applicant throughout the world pays the $131 fee, currently equivalent to 2227 Kč (since September 1, 2008). These fees cover the costs related to securing the US borders and additional costs connected with processing your application.
