If I am applying for a visa to visit the U.S., do I need to have the new Czech biometric passport?

No.  You may enter the United States on any valid Czech passport, as long as you have been issued a valid U.S. visa.  The United States does not require citizens of the Czech Republic to have the new Czech biometric passport.
